City Staff Present – John Salomone, City Manager; Tom Leone, Corporation Counsel; Debra McCormick, City Clerk; Beatrice O’Hora, Comptroller; Police Chief Gary Giannotta, Fire Chief Mike Quill.

Presentations and Proclamations

The City Manager reported that Bill Keiser, General Manager of Adelphia had canceled his presentation for tonight’s meeting on the advice of his lawyer.

The Clerk read a proclamation from the Mayor recognizing New York States designation of March 10 as Harriet Tubman Day.  Mayor Lattimore proclaimed March 10, as Harriet Tubman Day in the City of Auburn, New York, Ms. Tubmans final resting place.

City Managers Report –
The City Manager reported on the following:
ü       Work will resume on West Genesee St. on March 12, and commence full force by March 22
ü       In response to Councilor Dempsey’s question at last week’s meeting, a handout was distributed explaining expenses to HarRob Inc. for repairs to Fire Trucks.
ü       Reported on repairs to the kitchen at station #1
ü       In response to Mayor Lattimore’s request a report on overtime for Assistant Chiefs was given.  In the last month $8500. in overtime has been paid.

A brief discussion of Firefighter positions began among Council and the Manager.

Public to be Heard –
Ron Hill, 132 Genesee St. representing Teamsters Local 118 Adelphia members spoke to ask why Mr. Kaiser was not here. He expressed his frustration and made several comments.  

Jean Quinlan, RT 38A Owasco spoke to complain about truck traffic caused by waste management trucks coming to Auburn. She asked the City to stop bring waste from other cities to Auburn.

Mayor Lattimore and the City Manager respond.

Jacqueline Frost, 20 Perry St. spoke to Council regarding the Adelphia Agreement and Mr. Keiser’s cancellation.

Resolutions –
Land Sale Resolution #26 of 2004 authorizing the Mayor to execute any and all documents necessary for the sale of a portion of City-owned lands consisting of 1.38± acres of land to Mack Studios Displays, Inc. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye.  PASSED

Council Resolution #27 of 2004 authorizing the Mayor to execute any and all documents necessary to grant a three (3) year Right of First Refusal to Mack Studios Displays, Inc. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye.  PASSED

Award Resolution #28 of 2004 authorizing the Mayor to enter into a contract with Environmental Design & Research, P.C. to provide construction, inspection and administrative services related to the State Street Mall Project. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye.  PASSED

Agreement Resolution #29 of 2004 authorizing the Mayor to execute a three (3) year agreement with Casella Waste Management of N.Y., Inc., for the deposit of solid waste in the City’s Landfill. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye.  PASSED

Agreement Resolution #30 of 2004 authorizing the Mayor to execute a three (3) year agreement with Earthwatch Waste Systems, Inc., for the deposit of solid waste into the City’s Landfill.  Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye.  PASSED

Council Resolution #31 of 2004 authorizing the establishment of the “Public Power Task Force 2004”. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye.  PASSED

Zoning Map Change Resolution #32 of 2004 authorizing an amendment to Zoning Map of the City of Auburn. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye.  PASSED

Other Business –  
Councilor Jacobs commented on the traffic lights in Auburn.  He asked for a work session to hear from the Police Department and to discuss the poor timing of lights.

Council Hunter commented on property transfers that were listed in the paper and requested that next weeks work session include a session on delinquent taxes and the status of the top ten delinquent ones.
